Governance & Council

AMSIO International is governed by a structured, representative body that ensures independence, transparency, and academic integrity at every level.

AMSIO International Council

The supreme governing body of AMSIO International, comprising one representative from each National Partner country.

Composition

  • One representative per National Partner country (currently 12 members)
  • Representatives are appointed by their respective National Partner organisation
  • Each country holds one equal vote, regardless of participant numbers or geographic size

Decision-Making

  • Decisions are made by simple majority vote of all Council members
  • Quorum requires at least half of all National Partners to be represented
  • Constitutional amendments require a two-thirds supermajority

Council Functions

Set Strategic Direction

The Council defines the long-term vision and strategic goals of AMSIO International, including expansion targets, subject development, and the Grand Finals schedule.

Approve Regulations

All rules governing examination standards, participation criteria, achievement tiers, appeals processes, and partner obligations are approved by the Council.

Elect Executive Committee

The Council elects the Executive Committee from among its members and affiliated nominees, and can remove Executive Committee members by majority vote.

Admit New National Partners

Applications from prospective National Partner countries are evaluated and approved by the Council, ensuring each new member meets governance and operational standards.

Resolve Disputes

The Council serves as the final arbiter in any dispute between National Partners, or between a National Partner and the Executive Committee, that cannot be resolved at a lower level.

Executive Committee

Manages the day-to-day operations of AMSIO International. Appointed by the Council and reports to the Council at least once annually.

Secretary-General: Overall leadership, international representation, and strategic execution.
Director of Examinations: Oversees all Subject Committees, examination development pipeline, and academic quality standards.
Director of Operations: Manages National Partner relations, round logistics, and Grand Finals coordination.
Director of Finance: Financial planning, budget oversight, and preparation of the annual financial summary.
Director of Communications: External communications, media relations, brand standards, and participant-facing information.

Subject Committees

One committee per Subject Group oversees examination quality, item development, and marking standards.

Mathematics

Subject Committee

Oversees examination design for all 12 grade divisions. Ensures questions assess mathematical reasoning rather than formula recall. Manages item bank, moderation, and marking standards.

Science

Subject Committee

Governs integrated Physics, Chemistry, Biology, and Earth Science assessments across 6 divisions. Maintains cross-disciplinary balance and curriculum-neutral framing.

Language

Subject Committee

Manages English and Chinese language assessments across 12 divisions (6 per language). Ensures comprehension and reasoning tasks reflect real communicative intelligence.

Subject Committee

Oversees algorithmic thinking and data reasoning assessments for 3 divisions spanning Grades 3–12. Keeps content aligned with contemporary AI and computing paradigms.

Supporting examination development under AMSIO International authorization.

ABC

ABC Education Group

Academic Partner

ABC Education Group is appointed to support examination development and academic quality assurance across all Subject Groups, operating under the authorization of AMSIO International. All intellectual property — including examination content, item banks, and assessment frameworks — belongs exclusively to AMSIO International.

Note on scope: ABC Education Group does not set strategic policy, hold governance authority, or co-own AMSIO International. Its role is strictly one of academic support under AMSIO authorization.

Examination development, security protocols, and marking procedures follow internationally recognised standards. All intellectual property remains with AMSIO International.

Every member country holds one vote in the Council. No country receives weighted influence based on participant numbers, fees paid, or geographic size.

Examination Development

Questions are developed by independent subject specialists appointed by the relevant Subject Committee. Item writers operate under confidentiality agreements and conflict-of-interest declarations.

Sealed Distribution

Examination papers are encrypted and released to National Partners under strict timing protocols. Access is granted only to authorised examination supervisors immediately before the session.

Appeals Process

A multi-stage appeals process allows participants, through their National Partner, to challenge results or procedural irregularities. Appeals are reviewed by an independent panel.

Financial Transparency

An annual financial summary, reviewed by an independent auditor, is shared with all National Partner representatives. Revenue allocation decisions require Council approval.
